“Her luck has run out” they said about Janay Corbitt in federal court on March 17, 2025. But does luck really run out on habitual fraudsters? Or is it just luck of the draw and nothing else? Either way, Corbitt was due some negative outcomes, stealing millions of dollars from the U.S. taxpayer. not once but twice.

A previous theft conviction in 2019 had barred Corbitt from the Medicaid program as a chemical dependency counselor assistant by the Ohio Chemical Dependency Professionals Board. Corbitt had been convicted of fifth-degree felony theft in Franklin County and ordered to pay restitution to CareSource, a Dayton-based health insurer that primarily serves Medicaid members. She was also ordered to five years of probation, and from providing services to Medicaid patients during that time. Prohibited from committing fraud is presupposed in the sentencing…neither of which Corbitt adhered to.

An investigation in May 2024 revealed that Corbitt not only didn’t wait out her probation before resuming Medicaid provider activities, but she also schemed to steal again from the U.S. taxpayer. Corbitt stole multiple identities to open and operate two sham behavioral-health-counseling agencies in the Dayton area. She also stole the identities of several licensed counselors, using their credentials to bill Medicaid for services that were never provided. Corbitt knew she was in the wrong, but not before she received over $1.5 million in fraudulent proceeds. She was arrested in August of 2024 at a bus stop after spending months as a fugitive.

Corbitt pleaded guilty to second-degree felony theft and three third-degree felony counts of identity fraud for stealing $1.5 million from Ohio Medicaid.

A Dayton woman who was previously barred from serving as a Medicaid health care provider has pleaded guilty to stealing more than $1.5 million from Ohio Medicaid, Ohio Attorney General Dave Yost said on Monday.

Janay Corbitt, 36, of Dayton, pleaded guilty to second-degree felony theft and three third-degree felony counts of identity fraud. “Her luck has run out – kudos to our Medicaid Fraud Control Unit for bringing this scheme to light,” Yost said. Corbitt was previously licensed as chemical dependency counselor assistant by the Ohio Chemical Dependency Professionals Board, first from March 2015 to April 2016 and then again from April 2017 to April 2019.
