The proposed travel restrictions are divided into three groups:

- Orange, Partial Suspensions: Nations such as Russia, Eritrea, Haiti, Laos, Myanmar, and South Sudan would see restrictions on tourist and student visas, with exceptions for business travelers.
- Yellow, Conditional Suspensions: Countries including Antigua and Barbuda, Dominica, St. Kitts and Nevis, and St. Lucia, could face partial visa suspensions if they fail to address perceived deficiencies within 60 days.
